Photochromatic Pigments : NO

Neon Pigments : NO (Soap is not a cosmetic so may be used in soap) Neons are approved for use in the EU and Asia.

Plastic Glitter : NO (plastic glitter is not approved for the US) It is approved in the EU but glitter will soon be banned there also.
